Hugh Maxwell is an internationally recognised Risk and HSE leader with over 35 years of executive and advisory experience across high-hazard and highly regulated industries, including steel, offshore energy, subsea and salvage operations, mining, manufacturing, petrochemicals, and major infrastructure projects.
Operating across more than 50 countries, Hugh specialises in helping organisations move beyond compliance-led safety critical risks in complex operational environments.
He has led large-scale transformation programmes, including recent offshore and subsea operations in the Baltic Sea, delivering zero-LTI outcomes through integrated ISO-aligned systems, strong contractor governance, and the effective use of real-time risk visibility across multi-vessel and multi-contractor environments.
Hugh has held senior leadership roles with Vesuvius PLC, Spirax Sarco, Chubb Risk Advisors, Foseco, and ESAB, and is a recipient of the IIRSM Excellence Award for Best International Risk Initiative. He is a Fellow of IOSH, IIRSM, the Chartered Management Institute, and the Institute of Leadership, and serves as an IIRSM and NEBOSH Ambassador and three-time IIRSM Mentor of the Year.
He currently chairs the IIRSM Fellowship Recommendation Panel and mentors safety and risk leaders globally, supporting the next generation of HSE leadership capability.
A strong advocate for insight-led, technology-enabled safety, Hugh works with organisations to translate data into action - ensuring that safety, quality and risk are embedded into operational and strategic decision-making. Prior to joining Blackline, James held management roles in a number of technology and telecommunications companies, including BlackBerry, Samsung and Virgin Media. He brings diverse experience of customer and partner management, commercial, project and product management to Blackline's Client Success team.
